  Ms. Padilla was born in Guatemala.  She immigrated to the United States in 1983. She obtained her undergraduate degree from the University of California, Los Angeles (UCLA), and her Juris Doctor from Whittier Law School.

  Ms. Padilla has volunteered with the Central American Resource Center (CARECEN), the Domestic Violence Project, the HIV and AIDS Legal Services Alliance, and the Immigration Legal Assistance Project.

   She is fluent in Spanish, conversational in German and Portuguese.
